SRHS#15 Update

LAUSD’s Board of Education voted this week to change the proposed South Region High School #15 at Angels Gate from 1,215 seats to 810.

In addition to this news, here are some of the “unofficial” changes in the works:
* There school will be part of San Pedro High School, not a competing high school.
* The Marine Science Magnet program will be located at SRHS#15.
* The curriculum of the Marine Science Magnet can be networked with curriculum at local elementary and middle school programs.
* Magnet students will be bused between the Upper Reservation campus and SPHS’s main campus for other classes and athletic programs.
* Athletic events will continue to be maintained at the SPHS. Field space at the Upper Reservation will be for intramural and general activities rather than dedicated athletic uses.
* The Milken Point Fermin Outdoor Education Center would have access to the new facilities at the Upper Reservation when not being used by the magnet program.
* Angels Gate Continuation High School will be moved to a site near the International Bird Rescue Research Center (IBRRC) in the spring of 2009.
* The nearby Marine Mammal Care Center and IBRRC could be added to the laboratory activities being planned for the Marine Science Magnet program.
* Eminent domain of private property is not being considered.
* The Alma Street entrance will not be used as the main entrance. LAUSD is working with L.A. City’s Department of Recreation and Parks for a joint road from Gaffey Street.

Independence Day Weekend Activities

The Fourth of July will be on a Friday this year so expect many events to be happening. Here are a few options for you in the Palisades area:


First Thursday
Thursday, July 3, 6–9 p.m.
If you get to sleep in Friday morning why not spend Thursday evening checking out the local art scene? With more than 30 galleries to visit there will be art to suit everyone’s styles, wine & cheese, live music, shops open late and restaurant specials.


Ringing of the Historic Korean Bell
Friday, July 4, 10:30 a.m.
Councilwoman Janice Hahn will be the keynote speaker at San Pedro’s annual community Independence Day Celebration. The ceremony will begin with presentations by local and Korean community leaders. Representing the community bridge between our two cultures, will be the Honorable Consul General, Kim, Jae-Woo, from the Los Angeles Consulate of the Republic of Korea.

Following the presentations, the South Bay Young Marines will perform a flag folding ceremony. To conclude the ceremonial portion of the day, John Olguin - Director Emeritus of the Cabrillo Marine Aquarium and San Pedro’s “Citizen of the Millennium” will lead the audience in reciting the names of the 13 original American states.

Also expected to join in the observance, will be representatives from the Space and Missile Systems Center, Air Force Space Command on the Los Angeles Air Force Base; President Dr. Cha, Jong Whan and representatives of the Advisory Council on Democratic and Peaceful Unification of Korea – L.A. Chapter; the Honorary Mayor of San Pedro - Joe Donato; the Reverend Oliver Bouie - Warren Chapel; vocalists Nicole La Blanc and Temple Beth El Cantor Ilan Davison; John Ek - San Pedro Chamber of Commerce Board Chairman and Camilla Townsend, President and CEO of the San Pedro Chamber of Commerce. The Master of Ceremonies will be Steven B. Cho – CW2R California State Military Reserve.

Attendees are encouraged to bring picnic lunches and plan a daylong Independence Day celebration at this scenic hillside park overlooking the ocean.


Golden State Pops Concert
Friday, July 4, 7:00 p.m.
San Pedro’s Annual Fourth of July activities will conclude with a free outdoor concert on Cabrillo Beach by the Golden State Pops Orchestra, conducted by Steven Allen Fox, and fireworks presented by the Cabrillo Beach Boosters in collaboration with the City of Los Angeles Department of Recreation and Parks.


Native Garden Workday/Beach Cleanup
Saturday, July 5, 8–10 a.m.
Join the Cabrillo Marine Aquarium education staff and volunteers in maintaining the Cabrillo Coastal Native Plant Garden with weeding and planting while you learn more about coastal sage scrub and its plant and animal inhabitants. Meet by the marine lab/classroom. Registration is required, please contact volunteer coordinator, Randi Abrams-Gonzalez at 310/548-8398, email: randi.abrams-gonzalez@lacity.org. The beach cleanup starts with a tidepool walk and then cleaning the beach. These are free activities for all ages and your assistance is appreciated!

A free performance of Antony & Cleopatra by the Shakespeare by the Sea cast. Bring a picnic and a sweater with you to Point Fermin Park, snuggle with your loved ones and watch the dramatic tragedy of love and betrayal.

Saturday, July 5, 8 p.m. or Sunday, July 6, 7 p.m.
If tragedy is not your style then the Little Fish Theatre Company offers you a comedy; a condensed 97 minute ride through Shakespeare’s 37 plays and 154 sonnets performed by three actors parodying the Bard’s timeless tales. Tickets are $25 (includes admission and beverage ticket. All proceeds benefit the Shakespeare By The Sea free festival)

Wireless Dos and Don’ts

Beginning next week on Monday, July 1st, two new laws dealing with the use of wireless phones while driving will be in effect. LAPD Senior Lead Officer Joe Buscaino sent us a list of frequently asked questions to help clarify the new laws:

WIRELESS TELEPHONE LAWS FAQS

Q: When do the new wireless telephone laws take effect?
A: The new laws take effect July 1, 2008

Q: What is the difference between the two laws?

A: The first prohibits all drivers from using a handheld wireless telephone while operating a motor vehicle. (Vehicle Code (VC) §23123). Motorists 18 and over may use a hands-free device. Drivers under the age of 18 may NOT use a wireless telephone or hands-free device while operating a motor vehicle(VC §23124).

Q: What if I need to use my telephone during an emergency, and I do not have a hands- free device?
A: The law allows a driver to use a wireless telephone to make emergency calls to a law enforcement agency, a medical provider, the fire department, or other emergency services agency.

Q: What are the fines if I’m convicted?
A: The base fine for the FIRST offense is $20 and $50 for subsequent convictions. According to the Uniform Bail and Penalty Schedule, with the addition of penalty assessments, a first offense is $76 and a second offense is $190.

Q: Will I receive a point on my drivers license if I’m convicted for a violation of the wireless telephone law?
A: NO. The violation is a reportable offense: however, DMV will not assign a violation point.

Q: Will the conviction appear on my driving record?
A: Yes, but the violation point will not be added.

Q: Will there be a grace period when motorists will only get a warning?
A: NO. The law becomes in effect on July 1, 2008. Whether a citation is issued is always at the discretion of the officer based upon his or her determination of the most appropriate remedy for the situation.

Q: Are passengers affected by this law?
A: No. This law only applies to the person driving a motor vehicle.

Q: Do these laws apply to out-of-state drivers whose home states do not have such laws?
A: Yes

Q: Can I be pulled over by a law enforcement officer for using my handheld wireless telephone?
A: YES. A law enforcement officer can pull you over just for this infraction.

Q: What if my phone has a push-to-talk feature, can I use that?
A: No. The law does provide an exception for those operating a commercial motor truck or truck tractor (excluding pickups), implements of husbandry, farm vehicle or tow truck, to use a two-way radio operated by a “push-to-talk” feature.

Q: What other exceptions are there?
A: Operators of an authorized emergency vehicle during the course of employment are exempt as are those motorists operating a vehicle on private property.

DRIVERS 18 AND OVER
Drivers 18 and over will be allowed to use a hands-free device to talk on their wireless telephone while driving. The following FAQs apply to those motorists 18 and over.

Q: Does the new “hands-free” law prohibit you from dialing a wireless telephone while driving or just talking on it?
A: The new law does not prohibit dialing, but drivers are strongly urged not to dial while driving.

Q: Will it be legal to use a Blue Tooth or other earpiece?
A: Yes, however you cannot have BOTH ears covered.

Q: Does the new hands-free law allow you to use the speaker phone function of your wireless telephone while driving?
A: Yes.

Q: Does the new “hands-free” law allow drivers 18 and over to text page while driving?
A: The law does not specifically prohibit that, but an officer can pull over and issue a citation to a driver of any age if, in the officer’s opinion, the driver was distracted and not operating the vehicle safely. Text paging while driving is unsafe at any speed and is strongly discouraged.

DRIVERS UNDER 18

Q: Am I allowed to use my wireless telephone hands free?
A: NO. Drivers under the age of 18 may not use a wireless telephone, pager, laptop or any other electronic communication or mobile services device to speak or text while driving in any manner, even hands free. EXCEPTION: Permitted in emergency situations to call police, fire or medical authorities. (VC §23124).

Q: Why is the law stricter for provisional drivers?
A: Statistics show that teen drivers are more likely than older drivers to be involved in crashes because they lack driving experience and tend to take greater risks. Teen drivers are vulnerable to driving distractions such as talking with passengers, eating or drinking, and talking or texting on wireless phones, which increase the chance of getting involved in serious vehicle crashes.

Q: Can my parents give me permission to allow me to use my wireless telephone while driving?
A: NO. The only exception is an emergency situation that requires you to call a law enforcement agency, a health care provider, the fire department or other emergency agency entity.

Q: Does the law apply to me if I’m an emancipated minor?
A: Yes. The restriction applies to all licensed drivers who are under the age of 18.

Q: If I have my parent(s) or someone age 25 years or older in the car with me, may I use my wireless telephone while driving?
A: NO. You may only use your wireless telephone in an emergency situation.

Q: Will the restriction appear on my provisional license?
A: No

Q: May I use the hands-free feature while driving if my car has the feature built in?
A: NO. The law prohibits anyone under the age of 18 from using any type of wireless device while driving, except in an emergency situation.

Q: Can a law enforcement officer stop me for using my hands-free device while driving?
A: No. For drivers under the age of 18, this is considered a SECONDARY violation meaning that a law enforcement officer may cite you for using a hands-free wireless phone if you were pulled over for another violation. However, the prohibition against using a handheld wireless telephone while driving is a PRIMARY violation for which a law enforcement officer can pull you over.

Possible Revised plans for South Region High School #15

A meeting, open to public comment, at which LAUSD Facilities staff will present a revised project definition for South Region High School #15 to the LAUSD Board of Education will be held this Tuesday, June 24. If approved, the project’s number of seats would be reduced from 1,215 to 810. This item will not be heard earlier than 2 pm. You may call 213-241-7002 to find out if the Board has set a specific time for this matter.

The Board of Education Report No. 473 – 07/08 by the Facilities Services Division (New Construction SEP Amendment to Redefine South Region High School No. 15) is item #12 on the revised agenda:

“Authorizes the planning, design and feasibility studies for the construction project on Alma St. in the San Pedro area of Los Angeles and amends the New Construction Strategic Execution Plan to reduce the project size from a 1,215 student school to 810 students. The current estimated project budget is approximately $102 million.”

Individuals interested in speaking at the Board meeting must call to register no later than one hour prior to the start of the meeting at 213-241-7002. The meeting will be held at 333 South Beaudry, 1st Floor, Los Angeles, CA 90017.

* A limited number of speakers are permitted at each meeting. Speakers are usually given between 2–4 minutes to make their comments.

Tree Planting Part Two

Join Us! We will join Citizen Forester Philip and Cyndee in planting street trees on the corners of Hamilton, Meyler, 26th and 28th. This is the balance of our first neighborhood tree planting. We will need your help in reforesting these barren streets.

Time: 8:45 a.m. to 1 p.m. (Opening ceremony at the corner of Hamilton / Meyler) by Temple Heights Baptist Church at 9 am.

Ponte Vista Development Meeting

We have news from Janice Hahn’s office that there will be a community meeting hosted by the Los Angeles Planning Department regarding proposed 1,950-unit development at the Ponte Vista site on Western Avenue This public hearing will be held at the Cabrillo Marine Aquarium Auditorium in San Pedro (3720 Stephen M. White Dr.) on Thursday, June 26 at 5 p.m. .

This is an important opportunity for the community to let the Planning Department know how they feel about the proposed development along Western Avenue, said Councilwoman Janice Hahn. This is a blighted piece of property that is in desperate need of redevelopment. The question is how big of a development do we want.

The Planning Department will consider all the testimony presented at that time, which includes written communication received prior to or at the hearing, on the merits of the application as it relates to existing environmental and land use regulations. The Planning Development will make a recommendation on the application to the Planning Commission, who will refer it to the Los Angeles City Council for a final decision.

The proposed project includes demolition and removal of 245 residential units, a community center, and commercial building (all a part of the former U.S. Navy housing) for the new construction of 1,950 residential units and 10,000 square feet of commercial space on the approximately 61.5 gross acre site. The residential component will be comprised of 1,100 for-sale townhomes and condominium units and 850 for-sale senior condominium units (age restricted to those 55 and older). Building heights will vary from three stories or 40-feet along Western Avenue to four stories or 55-feet in other areas. Subterranean and semi-subterranean parking for residents and guests will be provided below the residential buildings and guest parking will also be available along the interior streets. An
approximately six acre public park is also being proposed as well as a new access road from Western Avenue to the adjacent Mary Star of the Sea High School.

ABC7 Town Hall Meeting

ABC7’s news, Programming and Public Affairs Departments wants to hear from residents about local issues and stories that affect our community. Chuck Boehmke of the Clearwater Program presented a slideshow showing proposed construction areas where a new wastewater tunnel may be located. The chosen 4–8 acre site will have between 50 to 100 truck trips per day for seven (7) years to bring in equipment and remove dirt. The Palisades locations being considered are White Point Nature Preserve, Royal Palms Beach and Angels Gate Park.
