Accident on Western Ave.

Western Avenue will be closed from 25th Street to Paseo del Mar until this evening while clean up from an accident occurs. A heavy duty truck carrying dirt and rocks overturned around 3:30 pm today just north of the South Shores Manor apartments at the corner of Western and Paseo del Mar. One parked car was hit and the driver of the truck was taken to the hospital with leg injuries according to a local bystander.

San Pedro Waterfront Plans

The Port of Los Angeles has released a Draft Environmental Impact Report (DEIR) on their plans for the San Pedro waterfront which affects all Palisades residents. To view the DEIR please visit the Port of L.A. website. The Port would not include the Community Coalition’s Sustainability Plan (published in Random Lengths) as an alternative project. Instead, there are three Alternative Projects with the cruise ship terminal at Kaiser Point (across from inner Cabrillo Beach) and two Alternative Projects that are effectively no project.

The Port and the U.S. Army Corps of Engineers will conduct a public meeting to receive public comment on the Draft EIS/EIR for this project on October 27, 2008 at the Crowne Plaza Hotel located at 601 S. Palos Verdes Street, San Pedro CA 90731. The deadline for written comments on the Draft EIS/EIR is December 8, 2008.

Here are a few highlights from the September 4, 2008 DEIR and design meeting with LAUSD regarding SRHS#15, a magnet school for any residents that may have missed the meeting:

In attendance: Dr. Vladovich and his staff, John Anderson, Senior CEQA Project Manager, and Janice Hahn.

A series of maps and architectural drawings were presented to show the location of the buildings in relation to the site. The meeting was then opened to public comments/questions.

Most poignant were the comments from current San Pedro High School students and future students who felt that they were being left behind at San Pedro High School:
One speaker told of how she works hard and gets good grades, but because she does not choose to be in a magnet program, she won’t be at a beautiful new school. San Pedro High crams the honor band, composed of 60-70 members, in a little room to practice in the morning and after school. The Pirate Dancers, also an important part of the San Pedro High School Football tradition, are jammed into the bungalows for practice with no air conditioning. San Pedro High School will not get fixed and this leaves out those students who choose not to attend a magnet. As one parent stated: the amount of money it would take to make San Pedro High School first class is a lot less money than is being spent on the new high school. Another parent stated: “You guys should be ashamed of yourselves letting San Pedro High School sit as it is. You are abandoning it. You’re abandoning that ship to build this one. That’s wrong.”

Alternatives to SRHS#15 were suggested by the audience: fix San Pedro High School first, use bond money to fix San Pedro High; take 9th graders back to middle school and 6th graders back to elementary; stop bussing kids from other regions to San Pedro H.S.

LAUSD claims that SRHS#15 will be an annex to San Pedro High. The audience questioned the need for ball fields, amphitheater, gymnasium, dance studio and administration for an annex.

Enrollment numbers for San Pedro High School and the number of students who are bussed daily were requested.

A comment was made that although the design was attractive standing by itself, it does NOT blend in with the style of the neighborhood. Also, this neighborhood is predominantly an adult community with few children which means that students will be brought into this community from other neighborhoods, causing traffic, pollution, and congestion.

Several requests were made to “redraft and recirculate” the DEIR for its lack of clarity and ambiguity. It fails to educate the public to make intelligent decisions as required by law. Extensions to respond to the DEIR were made as well; these were declined saying it would be too costly. (They have allowed approximately 45 days; under CEQA law, they could extend it to 90 days.)

Several individuals spoke in favor of the school stating that their children deserves better.

The DEIR can be found locally at the San Pedro Library, and the following schools: San Pedro High, Dana, White Point, Point Fermin, 15th St, Leland St., Barton Hill, and at www.laschools.org/find-a-school.

Historical Society Rummage Sale

The San Pedro Bay Historical Society will be holding their Annual Rummage Sale on Saturday, October 4. All proceeds go to help out the Historical Society and their programs. The event is free from 8:00 a.m. to 1:00 p.m. but earlybirds can pay $5 to get in the doors at 7:30 a.m.

The Rummage Sale will be held at the Muller House, 1542 Beacon Street in San Pedro.

*UPDATE* Items for sale will be furniture, vintage, boutique, seasonal/holidays, clothing, housewares and decorative objects, San Pedro collectibles and archival material.

Construction at Western & 25th

You may want to alter your commute or errand route a bit October 7 and 8 if you regularly drive through the intersection of Western Avenue and 25th Street. CalTrans will be working at that intersection during those two days.

To assist with traffic there will be California Highway Patrol (CHP) officers at the intersection. In addition, signs giving advance warning notice to residents will be installed a few days before work begins.

The details:
Tuesday October 7, 9:00 a.m. — 2:00 p.m.
Southbound traffic will only be allowed to make a left turn onto 25th St.

Wednesday October 8, 9:00 a.m. — 2:00 p.m.
Only right turns will be permitted from all directions.

Signs in Public Places

November is fast approaching and the political signs are already appearing. One local politician was caught in the act installing signs for herself in front of White Point Nature Preserve late this past Friday night. These same signs were also posted in several places in front of Joan Milke Flores Park.

Signs are a quick way to show our neighbors how we feel about the upcoming election, local issues, notification of a lost cat or if we are going to be holding a yard sale the next weekend. Los Angeles Municipal Code 28.04 lets us know where it is not OK to post these signs. Parks, telephone poles, street lamps, and parking strips (including everything from the inside of the sidewalk on one side of the street to the inside of the sidewalk on the other side) are public places where signs and hand-bills are not allowed. These signs are allowed on private property only with the permission of the owner. If this municipal code was not in place our neighborhood would be littered with signs.

Illegal signs can be reported to the Los Angeles Bureau of Street Services Investigation and Enforcement. An investigator will come out and confiscate the sign(s) and send a bill for $194.20 for the first sign and $6.02 for each additional sign per visit to the responsible party. The responsible party is presumed to be the candidate running for office, the realtor whose name and phone number are on the sign, the sponsor for an event, or the owner of the land behind which the yard sale sign is posted.

Royal Palms Nature Walk

Join the Palos Verdes Peninsula Land Conservancy on Saturday, September 13, starting at 2 pm for a two-hour walk. See unusual geology formations in the cliffs and learn about the history and wildlife of this coastal area.

Participants are urged to wear comfortable walking shoes with good traction, to wear sun protection, and to bring water.

Parking in the lot at White Point Bluff Park above Royal Palms State Beach at Western Ave. and Paseo del Mar is metered. Or park along Paseo del Mar (where permitted) or the White Point Nature Preserve for free. Meet by the canopy at White Point Bluff Park.

Palisades History

We’ve been up in the attic going through the Palisades Residents Association archives dating back to the mid-60s. There’s a wealth of information there and we’ll be putting some of it up on the website for all the neighborhood to see. So far we’ve added more information to the history page and created a page devoted to the origin of Palisades names.

Grab a hot cocoa (with mini marshmallows, of course), put your feet up and enjoy reading about our home town! Keep your eyes open for future additions.
