There are several local events that you can join in on to help participate in Earth Day festivities. Earth Day 2010 is officially on Thursday, April 22 but many activities occur on the following weekend.

SRHS#15 Construction Update

We have received an update from LAUSD regarding the construction at South Region High School #15 (SRHS#15).

The construction project hotline for SRHS#15 has changed; the new number is 213/ 241-8736.

Mass grading is tentatively scheduled from late January through June 2010. “Mass grading will include the excavation, leveling and other earthwork in preparation for building the foundations for the school buildings. Work will commence with the relocation of underground utilities. While these activities involve the movement of significant quantities of soil, the contractor performing this work will strictly observe the LAUSD Best Management Practices, Design Standards and the mitigation measures adopted by the Board of Education and identified under the California Environmental Quality Act (CEQA).”

Coastal Commission to Consider Verizon Proposals on February 11

The California Coastal Commission (CCC) will be ruling on the Coastal Permit Application by Verizon Wireless for the “installation of wireless telecommunication equipment on new 29-43 foot high (grade level) wood utility poles in five various locations. The equipment will consist of six foot double extension arms, two panel antennas, microcell, power meter mounted on the five single poles, and one 25’ x 7’ underground transmission equipment vault” at four locations in the Palisades and one in Point Fermin. Application No. 5-09-125 is item number 20a on the agenda.

The locations of the proposed installations are:
* 2531 S. Western Avenue (west side of street in the ‘S’ curve south of 25th Street)
* 820 S. Paseo Del Mar (north side of street just down the hill from the Korean Friendship Bell)
* 4101 S. Pacific Avenue (corner of Pacific Avenue and Sheppard Street in Point Fermin)
* 3627 S. Gaffey Street (west side of street on south side of entrance to the Korean Friendship Bell)
* 3135 S. Gaffey Street (west side of street just south of 30th Street by the new entrance to SRHS#15)

Verizon Wireless has applied to the Los Angeles City Planning Department for five projects in the Palisades. Several of the projects are to increase utility pole heights from approximately 30′ to 50′ and add cell phone antennae, add ventillation stacks and meter pedestals. Other projects, like at the base of the Korean Friendship Bell on Paseo del Mar, would be to install new 35′ utility poles.

Air Force Lighting & SRHS#15

The agenda for the Coastal San Pedro Neighborhood Council meeting this coming Monday, June 15 has several items that concern Palisades residents:

Item #4: There will be a presentation by Col. Latin, United States Air Force (USAF) on the solar panel installations at Los Angeles Air Force base Pacific Heights housing north of the White Point Nature Preserve.

Item #8: A presentation by the Department of Toxic Substances Control on SRHS#15 development at Angels Gate.

The meeting begins at 6:30 pm at the Cabrillo Marina Community Building, Cabrillo Plaza, Berth 28.

LAUSD Updates the PRA on Angels Gate H.S.

Several members of the Palisades Residents Association board met with representatives of the Los Angeles Unified School District (LAUSD) yesterday to get the latest word on South Region High School #15 to relay the information to Palisades residents. LAUSD’s Regional Development Director Rod Hamilton, Board of Education District 7 Chief of Staff David Kooper, and District 7 Deputy Chief of Staff Jacob Haik filled us in.

This coming April or May, eight historic WWI buildings will be moved into the newly created “historic district” on LAUSDs property at Angels Gate where ten WWI buildings are already in place. Two of these buildings will eventually become prototypical historic buildings restored to near-original condition including redwood siding. The other buildings may be available to community groups in exchange for a low rent and building restoration. This is still in discussion. One of these WWI buildings may be available eventually for the Skills Center automotive program which was moved to the Harbor Occupational Center. The WWII buildings will be razed. Fort MacArthur Museum is in talks with LAUSD about possibly saving and moving one or two WWII buildings onto Ft. Mac property.

Also, in April or May, Angels Gate Continuation High School and the Early Education Center will be moved into portable classrooms placed on the sides of the parking area in front of the International Bird Rescue Center and Marine Mammal Care Center. Grading and remediation of contaminated earth will happen at this time. LAUSD will get back to us whether contaminated earth will be removed by trucks or recycled on site.

The migratory bird study, a special condition requested by the California Coastal Commission (CCC) for approval of the coastal permit, has begun. LAUSD will go before the CCC again in 2010 to seek approval for 36 wind turbines.

This fall the site will be ready for construction. Construction will begin no later than January 2010 and will last for 2 years and 4 months. The Point Fermin Outdoor Education Center (PFOEC) construction, which has already begun, should be finished in 2010. Offsite work on Alma and Gaffey Streets will be in late 2011 or early 2012. The new high school is expected to open in the fall of 2012.

Alma Street will be widened by 7’ along the entire LAUSD property to straighten out the curves in the road and an 8′ sidewalk will be constructed. No residents’ property will changed. A traffic light will be installed on Gaffey Street at 32nd Street. This will be the preferred entrance and exit for busses going to and from the PFOEC provided a Memo of Understanding (MOU) and Joint Use Agreement with the Los Angeles City Department of Recreation and Parks are approved. Barlow Saxton Road (across Gaffey from 32nd Street) is on Rec & Parks land. This road will be slightly reconfigured near the PFOEC. The MOU gives LAUSD access to this road and parking in exchange for road improvements to Barlow Saxton Road, an engineering study on Osgood Farley Road and community access to the high school pool and fields. Rec & Parks will pay for the engineering study.

Community access to the pool and fields will be after school hours and weekends when school is not in session and high school teams are not practicing. Estimates to restore the Gaffey Street (Hey, Rookie!) pool on Rec & Parks property at Angels Gate ranged from 9 to 10 million dollars.

The MOU between LAUSD and Rec & Parks will be presented at the next Board of Recreation & Parks Commissioners meeting on February 4. See meeting details here.

The historic stone wall surrounding the property will remain, however the fence on top of the wall will be redone. There are no plans to open the entrances to LAUSD property on 37th 36th Street. Utilities will be placed underground so there will not be utility poles on the property (see photos). The school will be 75–100% sustainable and will be CHPS certified. CHPS (pronounced “chips”) is the Collaborative for High Performance Schools which incorporates some of the ideas of LEED for Schools certification

Once the school is ready to be filled with students, the high school will be a magnet school housing 510 students sharing the same administration as San Pedro High School. Students living in San Pedro will be given first priority to entrance in these magnet programs. Currently at San Pedro High School there are slightly fewer than 500 students attending the Police and Marine Science magnets.

Clearwater Scoping Meeting

The Sanitation Districts and the Corps will be holding a joint public and agency scoping meeting conducted for the Clearwater Program NOP and NOI. The Clearwater Program is the installation of a new tunnel to move treated wastewater into the ocean for 73 cities. Nearly half of the proposed 14 dig sites in San Pedro are located in the Palisades/Pt. Fermin/South Shores area: White Point Nature Preserve, Royal Palms, Point Fermin Park, Angels Gate Park, Cabrillo Beach and Friendship Park. This meeting is an opportunity to learn more about the Clearwater Program, ask questions, and provide comments.

The Port of Los Angeles will be giving away free trees! Trees are usually of 5-gallon size and you must provide your own transportation for the trees. Each family is limited to a maximum two free trees which will be given away on a first-come, first-served basis. Come early to not miss out.

Wireless Dos and Don’ts

Beginning next week on Monday, July 1st, two new laws dealing with the use of wireless phones while driving will be in effect. LAPD Senior Lead Officer Joe Buscaino sent us a list of frequently asked questions to help clarify the new laws:

WIRELESS TELEPHONE LAWS FAQS

Q: When do the new wireless telephone laws take effect?
A: The new laws take effect July 1, 2008

Q: What is the difference between the two laws?

A: The first prohibits all drivers from using a handheld wireless telephone while operating a motor vehicle. (Vehicle Code (VC) §23123). Motorists 18 and over may use a hands-free device. Drivers under the age of 18 may NOT use a wireless telephone or hands-free device while operating a motor vehicle(VC §23124).

Q: What if I need to use my telephone during an emergency, and I do not have a hands- free device?
A: The law allows a driver to use a wireless telephone to make emergency calls to a law enforcement agency, a medical provider, the fire department, or other emergency services agency.

Q: What are the fines if I’m convicted?
A: The base fine for the FIRST offense is $20 and $50 for subsequent convictions. According to the Uniform Bail and Penalty Schedule, with the addition of penalty assessments, a first offense is $76 and a second offense is $190.

Q: Will I receive a point on my drivers license if I’m convicted for a violation of the wireless telephone law?
A: NO. The violation is a reportable offense: however, DMV will not assign a violation point.

Q: Will the conviction appear on my driving record?
A: Yes, but the violation point will not be added.

Q: Will there be a grace period when motorists will only get a warning?
A: NO. The law becomes in effect on July 1, 2008. Whether a citation is issued is always at the discretion of the officer based upon his or her determination of the most appropriate remedy for the situation.

Q: Are passengers affected by this law?
A: No. This law only applies to the person driving a motor vehicle.

Q: Do these laws apply to out-of-state drivers whose home states do not have such laws?
A: Yes

Q: Can I be pulled over by a law enforcement officer for using my handheld wireless telephone?
A: YES. A law enforcement officer can pull you over just for this infraction.

Q: What if my phone has a push-to-talk feature, can I use that?
A: No. The law does provide an exception for those operating a commercial motor truck or truck tractor (excluding pickups), implements of husbandry, farm vehicle or tow truck, to use a two-way radio operated by a “push-to-talk” feature.

Q: What other exceptions are there?
A: Operators of an authorized emergency vehicle during the course of employment are exempt as are those motorists operating a vehicle on private property.

DRIVERS 18 AND OVER
Drivers 18 and over will be allowed to use a hands-free device to talk on their wireless telephone while driving. The following FAQs apply to those motorists 18 and over.

Q: Does the new “hands-free” law prohibit you from dialing a wireless telephone while driving or just talking on it?
A: The new law does not prohibit dialing, but drivers are strongly urged not to dial while driving.

Q: Will it be legal to use a Blue Tooth or other earpiece?
A: Yes, however you cannot have BOTH ears covered.

Q: Does the new hands-free law allow you to use the speaker phone function of your wireless telephone while driving?
A: Yes.

Q: Does the new “hands-free” law allow drivers 18 and over to text page while driving?
A: The law does not specifically prohibit that, but an officer can pull over and issue a citation to a driver of any age if, in the officer’s opinion, the driver was distracted and not operating the vehicle safely. Text paging while driving is unsafe at any speed and is strongly discouraged.

DRIVERS UNDER 18

Q: Am I allowed to use my wireless telephone hands free?
A: NO. Drivers under the age of 18 may not use a wireless telephone, pager, laptop or any other electronic communication or mobile services device to speak or text while driving in any manner, even hands free. EXCEPTION: Permitted in emergency situations to call police, fire or medical authorities. (VC §23124).

Q: Why is the law stricter for provisional drivers?
A: Statistics show that teen drivers are more likely than older drivers to be involved in crashes because they lack driving experience and tend to take greater risks. Teen drivers are vulnerable to driving distractions such as talking with passengers, eating or drinking, and talking or texting on wireless phones, which increase the chance of getting involved in serious vehicle crashes.

Q: Can my parents give me permission to allow me to use my wireless telephone while driving?
A: NO. The only exception is an emergency situation that requires you to call a law enforcement agency, a health care provider, the fire department or other emergency agency entity.

Q: Does the law apply to me if I’m an emancipated minor?
A: Yes. The restriction applies to all licensed drivers who are under the age of 18.

Q: If I have my parent(s) or someone age 25 years or older in the car with me, may I use my wireless telephone while driving?
A: NO. You may only use your wireless telephone in an emergency situation.

Q: Will the restriction appear on my provisional license?
A: No

Q: May I use the hands-free feature while driving if my car has the feature built in?
A: NO. The law prohibits anyone under the age of 18 from using any type of wireless device while driving, except in an emergency situation.

Q: Can a law enforcement officer stop me for using my hands-free device while driving?
A: No. For drivers under the age of 18, this is considered a SECONDARY violation meaning that a law enforcement officer may cite you for using a hands-free wireless phone if you were pulled over for another violation. However, the prohibition against using a handheld wireless telephone while driving is a PRIMARY violation for which a law enforcement officer can pull you over.

Chuck Boehmke of the Clearwater Program presented a slideshow showing proposed construction areas where a new wastewater tunnel may be located. The chosen 4–8 acre site will have between 50 to 100 truck trips per day for seven (7) years to bring in equipment and remove dirt. The Palisades locations being considered are White Point Nature Preserve, Royal Palms Beach and Angels Gate Park.
